About RK Consulting (EOD) Ltd

RK Consulting (EOD) Ltd is based on the work of Dr Robert Keeley, a former British Army Bomb Disposal Officer active in humanitarian and commercial mine action and explosive ordnance disposal (EOD) since 1991. 

He has worked in numerous countries and for several governments and international organisations. He specialises in project design, evaluation and quality assurance of all aspects of mine action, EOD and has helped to shape the emerging humanitarian improvised explosive device (IED) sector. 

Dr Keeley is a member of the Institute of Explosives Engineer, a Member of the International Association of Bomb Technicians and Investigators and is a Fellow of the Royal Geographical Society.

Dr Robert Keeley - bio

An economist and former British Army Bomb Disposal Officer holding a PhD in Applied Environmental Economics, whose thesis was on “the Economics of Landmine Clearance”, Dr Robert Keeley has over 25 years’ experience in humanitarian mine action, including in project design and project management, with more than 16 years’ experience in monitoring and evaluation. He has previous field experience in Ukraine. He has conducted evaluations on behalf of the EU, UNDP, the World Bank and the US Department of State, as well as internal evaluations for the Geneva International Centre for Humanitarian Demining, Handicap International and Danish Demining Group. He is experienced in the use of both qualitative and quantitative methods. He has contributed extensively to the development of International Mine Action Standards (IMAS), has drafted national mine action strategies in three countries, and is the author of the latest technical note on mine action (TNMA) guide on the provision of risk education for improvised explosive devices. His work experience includes KAP surveys in Ukraine and Afghanistan, and KAP/case-control studies in Lao PDR, He is currently completing an engagement to train EORE trainers in Syria. He has completed both the introductory and advanced GICHD online courses in EORE, as well as the online gender and diversity in mine action course.
